A Trip to the Detached Part of Timor-Leste

12 hours on ferry Berlin Nakroma to Oecusse

On the 26^th of April, exactly at about 5 o’clock in the afternoon, the three of us, Matt, Sarah and I went to the port of Dili on a car provided by ICFJ. We were amazed with the crowded right at the front gate of the port, and we realized that we would have to squeeze together with these people in line and wait for the chance to get into the port area where a ferry, the Berlin Nakroma, was waiting for us.

Without much struggle, we managed to get on board. One of the ship’s crew greeted and gave us the key to the cabin where we stayed for the night as the trip takes about twelve hours to get to Oecusse. Sarah had a separate room, while Matt and I shared a cabin with two beds.

We put our stuffs in the room and got a walk around for fresh air, and after finished smoking a cigarette, I then walked back to cabin where I met Sarah had just got out of her room and she asked me, “Where’s the bathroom?,” and I answered, “well, I’ve got no idea, but lets find out!”

We took a walk around, downstairs, and finally we found them nearby a corridor where the other passengers were sitting and watching TV with an Indonesian television program on the screen. At the same time, we also found the small canteen where we could have hot water for coffee or to buy snacks, but it usually opens at 6 pm so we went back upstairs.

After finishing another stick of cigarette, I went back to our room where I saw Matt was working on his news writing. I had a look at it for a while then I turned on the TV.

I didn’t really know what to do on the ship, so I walked around again and again, then I saw Sarah on the other side of the ship, we had a chat for a while and stared at the dolphins jumping in and out of the sea in the distance. We hoped that the dolphins could get near the ship but they didn’t.

I kept hanging around, back and forth until sunset and I went back to the room. There, I saw Matt lying down on his bed while watching TV and he offered some snacks to me that he bought before.

As the time went by, I just realized that I couldn’t close my eyes; I went downstairs and buy a cup of coffee where I saw a bunch of people at the rear side of the ship smoking and drinking coffee as I was.

So I joined them, and we had a chat and we spent our time, laughing and smoking, until the clock said “it’s midnight.” I greeted the people good night then I went back to the room. I saw Matt was already asleep then I climbed up to my bed and fell asleep.

I never saw Sarah during the night, so she must had a very good sleep.

I woke up when I heard the ship’s horning, I opened the curtain and looked outside but I couldn’t see anything. My phone vibrated, it’s the alarm and it’s 5 am, that means we were about to get to Oecusse port. Matt had already awake as well. And we greeted each other good morning.

Wondering to see how the port looks like, I got out of the room, and rushed my way to left side of the ship, I saw nothing. It was dark. Then I rushed to the right side of the ship, I saw many people holding candles at the sea shore. I thought that it was probably a blackout that’s why people did it to show the ship that the port is still there.

I was amazed, looking at the candles. I accidentally heard two guys talked to each other, “they are waiting for one of their family who died in Dili’s national hospital yesterday,” said the taller guy.

“What?????” then I assured myself by asking these men, “is the body on board with us?” the other man replied, “yes.”

I became temporarily numb, and I couldn’t move for a moment. After gaining control over myself, I walked back to the room.

“We are almost there,” I told Matt. Then I walked to Sarah’s room and knocked on the door, she opened up the door, “good morning, I just woke up,” she said.

I never told Matt and Sarah about it.

Suai Commemorates Massacre, no Justice Achieved

Suai – The 10th Celebration of the ‘Black September’ Massacre in Suai is attended by approximately 1000 people including prime minister of Timor Leste, government members, parliament members, ambassadors and some other internationals, on Tuesday morning (8/9/09).

Francisco da Costa, a survivor of the massacre ten years ago who saw the killing of the three priests and other civilians, is also in attendance. He said that as a victim and family of the victims, he is happy because the ceremony is successfully done, but also unsatisfied because he couldn’t hear anything important about justice from the leaders during the ceremony.

Justice has been the main concern of the people in Suai. They have been pursuing the justice for all the victims’ families, but everything seems to have no hint.

“We will always fight for justice. Back in the days we said, Death or Alive, Independence. But now we say death or alive, we will struggle for justice,” Francisco said.

The decision to release Marternus Bere, former commander of Indonesian army-backed Laksaur militia, by the ministry of justice upon the order of the prime minister is believed to be due to pressure placed on the Timorese leaders by the Indonesian government, according to the press release of the National Union Party on Monday (7/9/09).

“You also know, for me, this is a tough decision to make but just because of my concern about the future of the nation, the future of its people, I think that the decision has to be made,” said Lucia Lobato, Minister of Justice.

The decision has become a hot topic for many people in the country. Arsenio Bano, a parliament member from the opposition party said, “It looks like there is no rule of law, there is no respect for the victims and respect for the constitution of this country.”

The Silent Voices Longing for Justice

Is there a justice for the people…?

After ten years of independence, a celebration is held in memory of all victims of the 'Black September' massacre in Suai church where hundreds of people died, nothing significant is achieved by any family members in the District.

Suai is located in the southern part of Timor Leste, and it takes about eight hours to get there from Dili, the capital of Timor Leste. Besides the mountains and rivers along the way, there are a lot of panoramic views that will make you feel better after that long trip from Dili.

Surrounded by hills and rivers, right in middle of the Suai town, an unfinished church was once the witness of a cold blooded massacre that killed more than 200 people on September 6th, 1999. The attack happened in about nine o’clock in the morning. The military backed militias started shooting at the church where many people hid from the brutality of the militias around the town. Along with the victims, three priests were also murdered in the church.

After ten years, families of the victims remain silent and they keep their feeling of hatred and upset in their mind. Government, international and national NGOs have been visiting the place, making a lot of promises but none of them is actually done.

Manuel Soares “Babalai”, father of a murdered son and a kidnapped daughter told us that he doesn’t trust the government or any other organizations who are trying to provide helps. His daughter ALOLA is now in West Timor and her name has been used as the name of a famous organization based in Dili, The ALOLA FOUNDATION which is led by Kristy Sword Gusmão, wife of the recent Prime Minister Mr. Xanana Gusmão.

“They use our names to get money, but no one cares about what happen to us. They said that they are going to build our houses but as you can see there is nothing here. They only promise and promise but they do nothing” Manuel said.

After this long time, they are still expecting that all the militias would be brought to justice but until now most of them are still free like animals at large and cannot be caught. They also insist the government to strengthen law and justice in the country. According to Manuel, the law in Timor Leste is only created for the poor people and not for the betrayers.

"A few weeks ago, police had made an arrest to a former militia leader his name is Marternus Berek, but why do they let him free again? If we make a mistake police will come an arrest us and we will imprisoned, but what happens to them? They are the killers," said Babalai.

Forum Tau Matan (FTM) organizes the 2nd Round of Critical Thinking Debate Program on Human Rights

Dili - A second round of debates among Timor-Leste university students began Monday and will last for ten days (11-22 August) in the Auditorium of Liceu, Universidade Nasional Timor Lorosa’e (UNTL).

Daily sessions will begin at 8:30 a.m. and conclude at 3 p.m. The public is invited to attend.

The goal of the debate is to establish a youth parliament in the future, made up of representatives from all institutions of higher learning in Timor-Leste.

The debate will focus on a variety of national and international issues important to Timor-Leste. The issues to be discussed include: rights for environmental health; international markets; oil resources policy and its management; employment in Timor-Leste and labor rights; the national perspective on land rights and housing policy; land problems and land disputes resolution; free markets; and national security, with a focus on illegal drugs and arms.

Each of the topics will be presented by government officials, representing the Ministry of Education; non-governmental organizations (NGOs), and university lecturers.

The debates are preparation for a study tour with the Association for Critical Thinking in Jakarta. Students who participate in the debates will compete for a spot in the International Debate Championship, to be held at a future date. No further details about the international debate were available.

The Universities that are participating in the debate are: UNTL; Universidade Dili (UNDIL); Universidade da Paz (UNPAZ); Universidade Comunidade Matebian (UCM) Baucau; ETIKA Gleno (Ermera); and also Dili Institute of Technology (DIT), Oecusse. Each University will have five representatives for a total participation of 30 students.
The debate is a continuation of the first round, which was held during February and March 2008. The activity is sponsored by with Forum Tau Matan (FTM), OXFAM Australia, and Universidade Nasional Timor-Lorosa’e.

UNTL Radio AKADEMIKA

The Radio AKADEMIKA for Universidade Nasional Timor Lorosa’e (UNTL) has been on air since its first MOU signing on June 30th 2008, but until now no programs are launched due to the necessity of the radio itself.

The radio programs have not been set up because the candidates for radio staffs are now still in the middle of radio journalism training. They are recently taught and guided about important journalism skills for radio by Timorese senior journalists from differing media outlets in Timor-Leste who are parts of TOT (Training of Trainers) at ICFJ (International Center for Journalists). Besides that, there are some visiting trainers from the neighboring countries like Indonesia, Australia and USA (ICFJ media trainers) helping the development of material for the training.

As a campus radio, Radio AKADEMIKA is a very important tool for university students to express their ideas, and also as a medium of communication among students, lecturers, and also government officials whenever required.

Observation of the week...!

During the week, there is shocking event that is happening in the country’s capital, Dili. The event is about the university students that are protesting the national parliament due to the car purchase for each parliament member.

When I had a walk to the main campus of National University, I saw a great number of students gathering inside the campus, and I tried to walk in to have a look at what’s happening.
Inside the campus, I could smell the leftover tear gas and I could feel the tears slowly running down my cheek, it’s not over yet because I even had a bit coughing at the time, and I ran out of the building because I couldn’t bear any longer. So I stepped back and sat under a tree. I took a deep breath again and again after I felt much better. I took a cigarette from my pocket, then I lit it up…haahh…I blow the smokes away…!

I calmed down for a while, and I offered my cigarette to one of the students there, he took the cigarette but I could see that he was not so happy at that time. After a few puffs, I tried to talk to him, and he turned to me, so we started talking…!

He told me something very interesting that I was looking for, he said that, they are still confused about some of their colleagues that have been arrested by the police and he also said that he doesn’t know what to do, but actually they have told their families. Furthermore, some of them still have to follow the exam. That’s why; they are consulting with the lecturers to give some extra time to the students so that they can follow the exam after they are released.

And other concern is that, because the police have given a deadline for them to stop the demonstration on Friday (11/7). But he added that, they are still thinking about the next step that should be taken if deadline comes. And I tried to ask him about it but he refused to talk about it…!

Hopefully, it ends soon and the students will get back to focus on their study again... !!!

Students Protesting again in Dili

Dili – There have been many students arrested because of protesting the national parliament in relation to the government decision to purchase cars by using country’s money for each parliament member.

Front of University Students from Universidade Nasional Timor Lorosa’e have been doing the demonstration for three days, started from July 7th and until now there are about 39 students have been arrested by the police.

The Commander of Community Police Unit, João Belo dos Reis, in a press conference on Monday (7/07) said that police arrested the students because they are protesting right in front of the parliament building.
“Based on the constitution, a demonstration must be done 100 meters from public buildings,” he said. According to him, the demonstration is very close to the parliament and also that police have warned them to do it in the Democracy Field that is based on the agreement.
“We told them to go to the Democracy Field, but they insist to do it at campus, that’s why we arrested them,” he said on Monday.

While on the same day (Monday), the Minister of Education João Cancio Freitas told the reporters and it was published on TV, that Autonomy of Campus is not used for demonstration.
“They need to understand that the Campus’ Autonomy is not used for that kind of activity,” said the Minister.

In relation to the statement of the minister, some confidential sources said that the minister should not say that, and he is the one who needs to understand the real meaning of Campus’ Autonomy.
”we understand the meaning, but in this case if the rector authorizes us to do it, that’s a mistake but as long it is done with an initiative of the students them selves, it doesn’t break any law,” said the confidential source.
As the president of national parliament, Fernando Lasama said on Monday that, even the students are protesting, the national parliament will still maintain its policy to purchase the cars for its members.

Erosion is displacement of solids (sediment, soil, rock and other particles) usually by the agents of currents such as, wind, water, or ice by downward or down-slope movement in response to gravity or by living organisms (in the case of bioerosion).

Erosion is distinguished from weathering, which is the process of chemical or physical breakdown of the minerals in the rocks, although the two processes may be concurrent.
Erosion is an intrinsic natural process but in many places it is increased by human l an d use. Poor land use practices include deforestation, overgrazing, unmanaged construction activity and road or trail building. Land that is used for the production of agricultural crops generally experiences a significant greater rate of erosion than that of land under natural vegetation. This is particularly true if tillage is used, which reduces vegetation cover on the surface of the soil and disturbs both soil structure and plant roots that would otherwise hold the soil in place. However, improved land use practices can limit erosion, using techniques such as terrace-building, conservation tillage practices, and tree planting.
A certain amount of erosion is natural and, in fact, healthy for the ecosystem. For example, gravels continuously move downstream in watercourses. Excessive erosion, however, does cause problems, such as receiving water sedimentation, ecosystem damage and outright loss of soil.Approximately 40% of the world's agricultural land is seriously degraded.[1] According to the UN, an area of fertile soil the size of Ukraine is lost every year because of drought, deforestation and climate change.[2] In Africa, if current trends of soil degradation continue, the continent might be able to feed just 25% of its population by 2025, according to UNU's Ghana-based Institute for Natural Resources in Africa.[3]

Nuclear Weapon

A nuclear weapon is a type of explosive weapon that derives its destructive force from nuclear reactions of fission or a combination of fission and fusion. As a result, even a nuclear weapon with a small yield is significantly more powerful than the largest conventional explosives, and a single weapon is capable of destroying an entire city.

In the history of warfare, only two nuclear weapons have been detonated aggressively — both by the United States of America, during the closing days of World War II. The first was detonated on the morning of 6 August 1945, when the United States dropped a uranium gun-type device code-named "Little Boy" on the Japanese city of Hiroshima. The second was detonated three days later when the United States dropped a plutonium implosion-type device code-named "Fat Man" on the city of Nagasaki. These bombings resulted in the immediate deaths of around 120,000 people from injuries sustained from the explosion and acute radiation sickness, and even more deaths over time from long-term effects of radiation. AZTEC

Aztec is a term used to refer to certain ethnic groups of central Mexico, particularly those groups who spoke the Nahuatl language and who achieved political and military dominance over large parts of Mesoamerica in the 14th, 15th and 16th centuries, a period referred to as the Late post-Classic period in Mesoamerican chronology.

Often the term "Aztec" refers exclusively to the people of Tenochtitlan, situated on an island in Lake Texcoco, who called themselves Mexica Tenochca or Colhua-Mexica.

Sometimes it also includes the inhabitants of Tenochtitlan's two principal allied city-states, the Acolhuas of Texcoco and the Tepanecs of Tlacopan, who together with the Mexica formed the Aztec Triple Alliance which has also become known as the "Aztec Empire". In other contexts it may refer to all the various city states and their peoples, who shared large parts of their ethnic history as well as many important cultural traits with the Mexica, Acolhua and Tepanecs, and who like them, also spoke the Nahuatl language. In this meaning it is possible to talk about an Aztec civilization including all the particular cultural patterns common for the Nahuatl speaking peoples of the late postclassic period in Mesoamerica.

Subsequently the Spanish founded the new settlement of Mexico City on the site of the ruined Aztec capital.

Aztec culture and history is primarily known:
1. From archaeological evidence as it is found in excavations such as that of the renowned Templo Mayor in Mexico City and many others.
2. From indigenous bark paper codices.
3. From eyewitness accounts by Spanish conquistadors such as Hernán Cortés and Bernal Díaz del Castillo.

And especially from 16th and 17th century descriptions of Aztec culture and history written by Spanish clergymen and literate Aztecs in the Spanish or Nahuatl language, such as the famous Florentine Codex compiled by the Franciscan monk Bernardino de Sahagún with the help of indigenous Aztec informants.

The Compensation for IDPs to Return Home

Is Half Way to Go…!

Dili – Ministry of solidarity has visited some main IDPs camps around Dili and all over the country to identify the people who are eligible to receive compensation from the government.

The government of Timor Leste through Ministry of Solidarity has been doing efforts to overcome IDPs problems by visiting IDPs camps throughout the country in order to let the displaced people to fill up the form of compensation.

The forms have been distributed to all IDPs camps a few months ago and the function of the form is to list down the lost materials, houses and everything that have been destroyed or burnt down during the 2006 crisis.

The process has been going on and it is now getting closer to its end. This is a positive indication for the government to easily overcome the problem of displaced people to return home. It is also expected that the repatriation program will be concluded in June this year.

Actually, there are some families in some IDPs camps have returned home after receiving the compensation, and it will continuously be given to all displaced people.

The Ministry of Solidarity will also provide the transportation to take the displaced people to their destinations.

Some people at Obrigado Barracks IDPs camp have been registered and they are ready to return home whenever the compensation is given.

“We just want to go home now, because we have been here for two years and we don’t want to stay here for another year,” said Natersia Ximenes, a student at National University.

Hunger at Camp

“Mom, I’m hungry,” said Juanito, a 5-year-old boy with sweat all over his body because he hadn’t eaten anything since morning until evening.

I heard the words when I was sitting inside my tent, the voice came from a tent behind my tent.

If we heard these words, it’s just a simple word, everyone can say it. But in this case, it is not as simple as we thought, because it is true that some families inside the camp now lack food, due to the reduction of food implemented on February last month and according to the program, the food distribution ends this month.

“We can’t bear anymore, my kid is always crying and I don’t know what to do,” said Olandina with tears on her eyes.

Yes, that’s the question. What can she do? And what can we do? Most importantly, what will the government do?

Luckily, we, the refugees inside the camp, still have a feeling of solidarity and we share what can give just to help the little family survive. But, what if we are running out of food as well?

Well, some of us are lucky, because we have got jobs to sustain our life, but how about that little family, will they be able to survive?

I think they will survive if the government can manage to realize their plan to give compensation so that this family can use the money to do something in order to sustain their life. And I guess it is not only one family, but also probably many families because we have too many IDPs camps all over Dili.

IDPs Repatriation. When will it be done?

Dili – We realize that the current government is now facing too many problems but at least they have to keep an eye on the displaced people who are recently staying with no certainty whether to return home or to stay permanently in the camps.

It’s been a few months since the government’s representatives visited the camps in order to socialize the repatriation process to the people. They promised to give some compensation before the displaced people return to their previous places, especially for those whose house were totally burnt down and the rests will be resolved. There is an issue that each family will get $4500, but the problem is that, most of displaced people are students who had no house before and they used to rent houses around Dili.

“Yes, we want to go home, but will the government give us some money? Because they say that they will give priority to those who have houses, how about us, we have the same rights, we are IDPs even we had no house before but we spent our money to rent house,” said João Belmonte, a student.

In respond to this problem, the government said that they will certainly solve it but it may take time because the government will have to resolve the ones whose houses were burnt down.
"We have planned everything and the first compensation will be given to the people who had houses before, but we need to check and make sure that houses are theirs, because we don't want to create new problems in the future," said a representative of Ministry of Solidarity in a press conference at Obrigado Barracks IDPs camp on February 5th.

“Actually, we want to go home now but just because we are waiting for the government to give us money, no matter how much they give us,” said Olderico Garcia, a refugee at Obrigado Barracks.

Even they are thinking of going home, but their main concern is the security outside the camps, they think that there are some areas within Dili still reject the return of displaced people.

Salvador Maia, a refugee says, “If the case of Salsinha will be successfully resolved that means, no reason for us to be afraid to go home, but as long as he and his men are still out there, it’s a thing that needs to be considered as a threat for stability.”

Horta recognizes the man who shot him...!

The president of Timor Leste, Jose Ramos Horta affirms that he was shot by Marcelo Caetano, one of the rebel soldiers who had been fired from the army in 2006.

Arsénio Ramos Horta, brother of the president, affirms that the president recognized the person who shot him, whom he knows well upheld by at his home when Caetano was shot during a wave of violence in 2006, reported today the Australian newspaper "The Age".

"The president recognizes him. That man has to be brought to justice,” Arsenio said.

The chief of state got three shots, two on his shoulder and one on the stomach, on an attack carried out by loyal renegade soldiers under the command of Alfredo Reinado, who was shot dead at the scene.

The Deadline is Ignored...!!!!

Salsinha did not come to surrender

What will the joint-operation do…?

The Commander of F-FDTL, Brigadier General Taur Matan Ruak had given a deadline to Salsinha and his members to come to surrender them selves to the Joint-Operation Command (F-FDTL and PNTL) on Friday (7/3) which is then prolonged till Monday (10/3) but it seems all in vain, because Salsinha and his men did not turn up.

A long negotiation has been done between the government and the petitioners in order to resolve the unsolved problem of petitioners as a step toward peace and stability for Timor Leste.

Salsinha is also considered as the key option to end the crisis because if he wanted to cooperate then Timor Leste would be able to identify who and what the root problems are.

“We hope that Salsinha and his colleagues will come to surrender. We have this hope because they have been lost for two years, all Timorese have lost them. I think, there is no more time for us to lose, the most important is to behave in better way for the future,” said Taur Matan Ruak.

Taur also uttered that the joint-operation has identified the hiding place of Salsinha and also the people who support him during this time by giving them food.

So, what is our next step…? Will we use force if they keep on staying in the bushes? How does it affect our stability?

Saturday, March 8, 2008, ICFJ’s football team was once more defeated by World Vision Team with 5-3 of the total goals scored.

On the first half of the match, ICFJ players under the command of Gil Guterres as coach, had tried hard no to lose their stamina, but unfortunately the opponent was able to finish the first half by scoring four goals and that had made ICFJ’s players frustrated because they couldn’t score even a goal.

After taking a bit of rest, they came back into the field with different positions and that looked good for the second half because they could finally scored a goal from its striker, David Monteiro at the first minutes of second half, 4-1 to the favor of World Vision team.

But it didn’t last long; the World Vision team was able to add another goal to 5-1. The second goal of ICFJ was scored by Sarmento Wargas, the recent top scorer of ICFJ, from that moment; ICFJ seemed to have more strength, the players of ICFJ stroke even stronger and once again David Monteiro scored his second goal of the match and minimized the distance to 5-3. At the last 20 minutes of the game, again with the perfect assist from Wargas that was almost made Monteiro to make a hat-trick of the game, if Monteiro shot the ball well.

ICFJ was probably not so lucky because at the end part of the game, ICFJ was given a penalty but unfortunately Orlando, who was the executor, failed to score. And finally ICFJ had to give up with 5-3 to the favor of World Vision Team.

ICFJ is now preparing for the next match against the team of PLAN International…! Hope we win this time…, Bravo ICFJ…!!

I’m not writing this story to make you feel sorry for him, but at least we might pick it up as a lesson…!

He was born 23 years ago in a very remote village called Pitileti (Com), Lospalos, 225 km eastern part of Timor Leste. He lived in a poor but happy family. His parents are still alive. Together they moved to Lospalos city because his father got a job there. His father was once a civil servant in Indonesian time but stopped when Timor Leste got its independence in 1999, while his mother is a housewife. He’s got a sister who has got married and is recently living in Kupang (West Timor).

That happy family was ruined after his father was married to a lady from another village. All happiness he got during his childhood disappeared without traces. He was nine years old when it happened. Everything got worst when his mother decided to live separately without divorce with his husband, because his mother couldn’t bear with all disputes between them. The boy and his sister followed their mother. They moved to another place but still in the same town.

Years have gone since then, and everything either good or bad have gone as time passed. He only met his father for a few times and now his father has got more kids. He never knew what it was to be alone until he grew older and when he saw his mother sat with tears for many times. Sometimes it makes him cry if he remembers his happy childhood when the family was still complete.

When the war broke up in 1999, he and his little family fled to Kupang as refugees (West Timor) where his sister got married to an Indonesian army with a Timorese origin. They stayed there for two and a half years. There he continued his abandoned study until the 2nd grade of senior high school then they decided to return to their homeland in January 2002.

They hoped that when they returned everything had changed. But it seemed like the god of fortune has never been with them. Disputes began when they met his father’s family again. Conflict is almost being a part of their life.

A month after their returning, the boy registered his name in a high school in Lospalos until he graduated and continued his study at the national university in Dili. During his study in Dili he faced many financial problems because his mother couldn’t afford to pay for it. He had to make his own luck. He tried to find a job to sustain his life and to pay the fees.

He tried different kinds of work; he started working as a freelance interpreter, tour guide, English teacher in a study club, working for an audiovisual center and private translation service. It kept on moving until the crisis emerged in Timor Leste and he had to live his life as a refugee for the second time. When the crisis emerged he worked as an interpreter for New Zealand army but then he quit, and recently he works for an international media center.

It has been 14 years since the family broke up. Since then, he kept thinking about his father and one thing that makes me sure that this boy still loves his father is that… An old photograph of his father in his wallet..!!

“I still miss my father, I never hate him. I want him to be back with me and my mom,” he said. “I want to hug you Daddy, I love you forever.” It is the time when tears are rolling down on his cheeks..!! He is crying. But for whom does he cry? For his mother, his father or for himself? I don’t know, you decide…!

The impact of Alfredo Reinado's death on IDPs' repatriation

Dili - The death of Alfredo Reinado has brought an impact to the life of most Timorese people, to his families, friends and relatives, but most importantly its impact on the life of IDPs around Dili.

Monday morning, Feb 11 (06.15 am), Timor Leste was shocked by a tragic incident carried out by Alfredo Reinado and his men at the residence of President Ramos Horta in Meti-Aut that left the president injured, while Alfredo and one of his men died at the scene.

Not only the supporters of Alfredo feel sorry for him but also people in IPDs camps around Dili.

The dislocated people are concerned and aware of the future security situation after Reinado’s death. They are aware because, the incident may affect the repatriation process that has been set by government. Another reason is related to security issue, they are worried because it may cause another problem. Why? Because previously, when the ISF (International Stabilization Forces) led by Australia attacked Reinado along with his men in Same due to the warrant to capture him, at the same time, the people in IDPs camps became the target of Alfredo Reinado’s supporters in Dili. His supporters threw stones into IDPs camps, blazing up tires on the streets and many kinds of violent activities undertaken by them.

Actually, the government has planned to repatriate all dislocated people to their homes, but the incident has ruined the will of dislocated people to go home, because they feel much safer to stay under the tents then to stay together with people that might be angry or frustrated.
Now what? Alfredo Reinado was shot dead. Will more violence happen? Or more killings, shootings and gang fights? So, how is our repatriation?

This is a doubt in the hearts of most dislocated people recently, and we hope the government to take a serious care of the issue and to find an appropriate solution for the problem…!

The Day of Ashes

Wednesday, February 6, 2008 is the day for all Christians around the world to celebrate a sacral day called “The day of Ashes.”

It’s a significant day to build up the spirit of Christianity that has been so weak recently. The “Ash” is given as symbol of faith and to remind us on our own nature as human beings, and also as symbol of unity, our unity with the world, our friends, family and ourselves. It is reflection day for us to recognize ourselves because “We are made of soil and will be back to soil.”

It has been a church tradition to be celebrated every year before the Easter or the first of 40 days before the Easter. In the ceremony, we’ll be given a mark on our forehead to make us think about our sins and to confess in the front of god.
It is also considered as a preparation day for our souls to be purified and to welcome the Christ as Our Lord on the Easter.

Food Distribution to IDPs is Scaled Down

Dili – The United Nations has announced to scale down food distribution to IDPs camps in Timor Leste. The reduction of food has been planned since last year and it will be implemented next month.

The program will be implemented on February 4th – March 2008. The reason to cut off the ration into half of previous amount is based on a study or evaluation made by a team from WFP in collaboration with the government of Timor Leste. The evaluation stated that not only the dislocated people are lack of food but also the people outside the camps suffer the same. Another reason is to minimize dependency on food.

Joan Fleuren, Coordinator of WFP said, “We don’t want to make the people depending on food. Our mandate is to help the people to be able to help themselves.”
Food distribution is scaled down, but other aids will still be given to IDPs to help them sustaining their life.

IDPs and the rain...!!!

“Oh rain… it’s raining again,” said a man under a tent when the rain is pouring down and makes the ground wet. All the people in the camp are busy digging the drainage for the water to flow properly just to prevent their tents from flood.

It’s the same view every time when the rain comes, it’s muddy everywhere, it makes us bored to go outside the tent.

Can I say it is a right place for us to stay? The answer might be ‘Yes’ or might be ‘Not’. We may say ‘Yes’ because it’s safer or secure to stay together in the camp and because we don’t have any place to stay outside the camp, on contrary, we may say ‘No’ because it is noisy everywhere, you can’t hardly sleep at night time because of the voices, it keeps you awake all the time.

But I‘ve got no where to run now, so I have to live my life until the time changes everything. So do you have an idea, where do we have to go…? Please don't close your eyes..! Because I am sure that you can see us here every time you drive by and you pretend that everthing is allright. It's a truth that I would like you to know and feel...!!!

The heat of that sunny day seems like not having any mercy to burn the skin of a little boy who is playing nearby his parents are also trying to find shade to protect them from the inevitable heat.

Tents of different colors form disorder lines, children are playing, some kids compete to take a bath under the water pipes, some are crying for food, some are laughing, and some are crying because their toys are taken away by older kids. Everything looks like a sight, a scene that you have to see every second, every minute, every hour and every day, and we don’t know exactly when it will end. The kids are always enjoying their world the way they think and feel, and with all the joy they have. I guess it’s such great and amazing thing if we could enter the world they feel right now.

But there is always be something in my heart, and it is a question, a question that needs to be answered with our hearts, and the questions are, why do these innocent children have to live in the place where they are not supposed to be? Why do they have to be the victims of our selfishness? I realize that it is hard to answer those questions immediately, because basically a question needs to be considered in our mind before we can answer it.

It’s quite different when we look at the older people; they always sit quietly as if they are thinking of something. Do they think the same way I do? Ah… No, it is impossible because we have different thoughts and we have our own way of thinking.

The conditions of most Internal Displaced People’s (IDPs) Camps are not good places to stay. In terms of deficiencies they face, such as water, which is the most important factor to be considered, food, clothes, house (They call the tents as their homes because they have stayed there for one and a half years), medicines and other aids that have been distributed by local NGOs and International Agencies.

Do they have to stay there for an uncertain time? I have no idea when they will leave the place.

“Ami seidauk hatene lolos wainhira mak ami bele fila,” said a lady in Tetum (means: “We don’t know when will we go back”) while hugging her 5-month-old boy that had to be born within the camp because of the unsafe situation outside the camp.

It’s a complicated phenomenon to look at and to think about, and I am pretty sure that none of them wants to live in a place like that…!

Sinar mentari seakan tak memberi ampun menyengat kulit seorang anak kecil yang sedang bermain dekat orang tuanya yang juga sedang berusaha mencari tempat untuk berteduh dari teriknya matahari di siang itu.

Warna-warni tenda bercampur baur membentuk barisan yang yang tak teratur, anak-anak berkeliaran, ada yang berebutan air untuk mandi, ada yang menangis minta makan, ada yang tertawa dana ada juga yang sedang menangis karena mainannya dirampas. Semua hal itu terlihat bagaikan hamparan pemandangan yang harus kita lihat setiap saat, setiap menit, setiap jam, setiap hari dan entah sampai kapan. Anak-anak ini terlihat benar-benar menikmai dunia mereka dengan cara mereka sendiri, dengan segala kepolosan yang mereka miliki dan mungkin akan sangat mengasyikan jikalau kita bisa masuk kedalam dunia yang mereka rasakan.

Tetapi selalu saja ada hal yang mengganjal dalam hatiku, suatu pertanyaan yang seharusnya kita jawab dengan nurani kita, pertanyaannya adalah, mengapa raga-raga yang polos dan tak berdosa itu haru tinggal di tempat yang semestinya tidak mereka tempati? Mengapa mereka harus menjadi korban dari keegoisan kita? Sulit memang untuk menjawab pertanyaan itu secara langsung, karena pada dasarnya setiap jawaban dari sebuah pertanyaan harus dipertimbangkan secara matang.

Kondisi di tempat-tempat pengungsian di setiap sudut kota Dili memang tidak bisa dikatakan layak untuk di tinggali. Apalagi dengan banyak sekali kekurangan yang ada seperti, air bersih yang menjadi faktor utama yang harus dipedulikan, makanan, pakaian, rumah (tenda-tenda yang kini sudah mereka anggap rumah sendiri karena saking lamanya mereka berada di pengungsian), obat-obatan dan bantuan lainnya yang selama ini disalurkan dari berbagai NGO lokal maupun Internasional. Akankah mereka (para pengungsi) harus terus disana untuk waktu yang belum pasti?

“Ami seidauk hatene lolos wainhira mak ami bele fila,” kata seorang wanita dalam bahasa Tetum (artinya: Kami belum tahu pasti kapan kami bisa pulang) sambil menggendong anaknya yang baru berusia 5 bulan yang terpaksa dilahirkan di kamp pengungsian karena keamanan di luar kamp yang kurang mendukung.

Berbeda dengan anak-anak, orang-orang dewasa selalu termenung entah apa yang mereka pikirkan, apakah mereka sedang memikirkan apa yang sedang aku pikirkan? Ah… itu tidak mungkin sebab kita tidak akan memiliki pikiran yang sama antara satu sama lain.

Adalah suatu fenomena kehidupan yang rumit untuk disimak dan aku sangat yakin bahwa tidak seorang pun dari mereka yang ingin tetap tinggal di tempat seperti itu.
